There are only 126 Inhibitors in the game, insufficient to max both stats in a single playthrough without a workaround. At 81 Inhibitors, create a save backup (PS+ Cloud/USB). Max out one stat for its trophy, restore your save, and max the other stat. While 6-9 inhibitors are needed for stamina during Main Quest 18 “Nightrunners”, avoid further spending until you reach 81 total. Check your Inhibitor count in the skills menu.
